Like anything, it is nearly impossible to become a good anything in a short time, depending on your definition of "good" and "short". You can't become a good doctor without a number of years of training, you can't become a good DBA without a number of years of experience.
Assuming you are asking for good places to start, I would start with the Oracle Concepts and the Oracle Administrator's Guide on http://tahiti.oracle.com. After that, Tom Kyte's Expert One-on-One Oracle and Effective Oracle by Design are excellent overview books.
