If you want to know whether you have Enterprise edition or Standard edition etc , you can

select * from v$version;

The number of users and databases you can have depends on if you have Processor based license or Named user license and how much of it.

For eg) if you have 4 CPU license, you may have unlimited users(limited by your system) both internal and external. You may be able to create multiple databases on this Server.
