DBMS = Database Management System
RDBMS = Relational Database Management System
So RDBMS is a DBMS which implements the Relational Paradigm (don't you love buzz words). The (recently deceased) Codd has published the foundations of the relational principle.

Oracle is in fact an ORDBMS, an object-relational database management system.

Hello,
any DBMS that solves minimum a 6 out of 0-12 codd rules will be called as RDBMS..
Oracle is not only a RDBMS / ORDBMS but it is also a WORDBMS.

but to explain you,
The relation is nothing but the integrity constrains and they are stored physically in the database so it is called as RDBMS.

It is defined as ..
Place where we store the data is database..and rdbms is adding / modifying / deleting the data ACCORDING TO THE RELATION SHIP DEFINED
