Hi,
Once i came across such situation while working on the Win Nt Oracle Server . What i did is that made the oracle service manual instead of automatic which was creating problem for oracle database startup
One more point is that if while shutting down your oracle u have pending transactions then try using shutdown abort . But this requires recovery option sometimes while startup database
